“Yuriy Harbuz shall be appointed chairman of Luhansk military and civil administration,” the order dated April 29, 2016, reads.
On the same day, Harbuz was introduced by deputy head of the presidential administration Andriy Taranov to the public in the city of Severodonetsk, the seat of the administration.
Yuriy Harbuz was born in the town of Milove, Luhansk region, in 1971. He worked as a History and Handicraft teacher at a secondary school in 1990-1991. In 1992, he founded an agri-business. In 1999, he founded a Cossack horse theater and worked there as director in 2003-2005.
In 2005, he graduated from Luhansk National Agrarian University, majoring in Management and Economics.
In 2005, he became head of Markivka district administration in Luhansk region. In 2006, he was elected head of Markivka district council, where he worked until expiry of his tenure in November 2010. From May 2011 to May 2012, he was an officially registered unemployed person.
In July 2012, he returned to farming and worked as director of a farm from July 2012 to December 2013.
Prior to his appointment to Luhansk Governor’s position, he was an MP, elected in constituency 114 in Luhansk region, member of the Bloc of Petro Poroshenko parliament faction
